Minutes of meeting which took place on the 8th December 1999 at Sutton United. F.C. ground, with 21 members in attendance.

Minutes of previous meeting.
The details of which had been published within the current issue of the Society magazine were accepted by members present, without comment and duly signed by the Chairman.

Hon. Secretary - Report/correspondence.
No recent correspondence since last report. 

A reminder for those thinking of going for promotion, closing date for applications is January 31st.  I have available forms for those who require them.

John Kasey has asked for a 4th Official for this Saturday 11th for Sutton Utd. Also the following Saturday the 18th, any volunteers?

Treasurers Report.    We currently have 61 members.   Have paid David Churchley for Touchlines up until December.

R.A. Delegate - Report.
Surrey Referees Association County Committee.
Meeting at Cobham, 29th November 1999.

The aspect of the submission of Society annual accounts to SCRA was again discussed and it has now been asked that copies of the individual society rules be submitted, along with a copy of the last  documented annual accounts.  The request is of a voluntary nature.

Views were expressed on the proposed proposition that registration fees for persons under 16 and over 65 be waived on the grounds of economics/loyalty. Following a straw poll in favour, the proposition is to be taken further.

The view has been expressed that the list of recommended fines for disciplinary hearings to mete out has not changed for some years.  Over next season the Referees Association will encourage the authorities to review matters, bearing in mind that a small fine is not a significant deterrent.  In most cases it constitutes only a small round of drinks.

Insofar as inter-society competitions are concerned, the county quiz was won by Redhill, with Croydon runners-up.  The County five-a-side competition will be held at the Woking Leisure Centre on the 23rd January 2000 with a 3.00 pm. Start.  This may allow some members to referee in the morning.

It is important to make early contact with the Association if a team is to enter.  Latest date is 13.1.2000.

The next I.S.T. is on the 13th January, subject being "matchplay communication".

Supplies Officer - Report.
Plenty of stock. Three new orders of referee kits.  Hoping to acquire some sweatshirts with the new badge on them.

Magazine Editor - Report.
Very disappointed as this month has been a real struggle to find copy.  Any copy for January will need to be in by 20th December.  John has paid me for the first half of the season, which was £219.99p.  The second half of the season will probably be about the same, which will be cheaper than previous seasons.

Other Business
Peter Fenn complimented John Brown on his excellent article on the Rolling Substitute.
John Brown received a letter complaining about the increasing regularity in which players ask the referee not to send in reports after the match.  A directive will be sent out to clubs asking players to refrain from this very serious form of misconduct.  Any referee who in the future experiences such a situation should inform John.
Charles Jeffrey asked for templates of reports to put on the website.  John Brown mentioned that he had no up-to-date ones but you can purchase them for about £25.
Peter Rogers brought up the subject of referees being accused of racism.  A lengthy debate ensued, with all members present taking part in the discussion.
