SCRATOC - selected items from meeting of 11/1/2000

1. Jewellery document - recommendation from the Referees' Committee to  impress on all referees their responsibility relating to the dangers in players wearing jewellery.  Similarly, TO's were to emphasize this recommendation to trainees.

Referee Classification 3T is fully supported by the Referees Committee which   will be forwarded to full Council for rubber stamping.

Lincoln delegates for training as Referee Instructor are John Casey and  Barry   Rowland.

New training updates for Licensed Instructors will be "Advice on  Application...", Assessors, Courses for Instruction (for training new referees) and   Practical Instruction.  The FIFA Q&A booklet is due to be released this  year.   Representation was made to the FA Area Advisor, Dave King, in making  the   Advice on Application available to all referees not just the newly  qualified.  In   reply, the County FA should apply to the FA to supply these for which payment is required.  Approximate cost £15.00.

Input was required from SCRATOC for a 3 to 5 year plan in response to the   SCFA becoming a limited company.  Implications are that a proper budget   will be submitted which will attract money for the Training and Development of referees.  The meeting was invited most emphatically to list capital equipment and course budgeting requirements.

Examinations - to date 125 passes and 1 failure.  Candidates total 30 fewer   than this time last year.
The 3T Classification is to start with referees passing the examination in  March 2000. They will be required to referee 6 full games to become a  registered referee. Six pre-printed postcards will be given to them.  These are   to be returned when all the games have been completed.  Liaison with the   league referees secretary is important to assess the referee's ability and to see   whether he/she needs further instruction from his/her TO.

IST's - 13/1/2000; 484 invitations were sent out.
77 affirmed attendance, 154 gave apologies for non attendance.
Comment was made that some referees who had ticked the box on their    registration form signifying that they would want to attend IST's, had consistently not attended any of  them even though they had paid their money!   

Further comment stated that some referees had not received a letter even though they "ticked the box".  This could not be explained. Acknowledgment was made to the SCFA office staff for reproducing all the paperwork for this IST.  The office was available to do all TO's photocopying for their classes for under 18's set for 3/9/2000 at Tolworth - in progress.
Young referees were asked what they would like on the programme confrontation management was a popular request.  Young referees would be taking part in the
presentations on the day.

IST for promotion candidates in the planning stage with input from assessors a vital aspect. Date: 18/10/2000.

In future, the January IST may move to February.

Feedback from the Mini-Lincoln course last November was very encouraging.  Next one due in 2001.  Events to be held biennially.

Under Any Other Business:-
Ideas were sought from TO's for referee website.  TO's e-mail addresses would be included.

Referee video from A&H International, made by Graham Pollard and Graham
Barber, was not supported by the FA.

Mini-Soccer

* rules must all come into line with the FA as from 1/9/2000
* facilitator teaching pack will be available to enable organisers to run these   games.

Misconduct report forms - important to describe language as either
"offensive", "abusive" or "aggressive" besides quoting the words used.
