The tripartite meeting between SCRA, SCRATOC, and SCFA included discussion on the restrictions in the application or non-application of emergency first aid.  The RA would state that NO referee should attempt to do this.  However, SCRATOC thought it prudent within the confines of the Laws of the Game, that instruction on assessment of injury would be beneficial and perhaps become a topic for or within an IST.
Following the dismal performance at fitness tests, it is considered that referees should            undergo such a test if they wish to be recommended for admission to contributory league officials lists.  This would be conducted at County level.  This would not conflict with any test that forms the requirement for promotion, for which the FA would disapprove.       

A proposal was made to make approaches to other bodies eg. Sports Development Officers, to assist SCRATOC in publicising or running referees courses. 

Considerable discussion over class 3 registration document, which has been mentioned at previous meetings.  SCRATOC felt that this system should be implemented as soon as possible.  A draft letter given to new referees stating the requirements of their registration                                                                                               
Was viewed and was generally accepted.  The whole matter was to be discussed with the County Referees Committee with the utmost urgency.  Candidates affected by the proposal would be those passing the exam in March 2000.

85 current print, down slightly from last month.  Very impressed with amount of articles sent to him.  Thanked all of those who contributed to this months issue of Touchlines.

Other Business.
David Churchley commented on the fact that he now receives his reports back from the  county in an envelope with a pre addressed computer label on it.  Does this mean that there is no need to put his address on the forms in future?  Peter Rogers said as far as Surrey were concerned, your name and registration number would be sufficient.

Charles Jeffrey questioned an incident reported in a tabloid recently, where a seagull flying overhead managed to get the last touch to the ball before it went into the back of the net.  The referee allowed the goal to stand.  Should he have done so?  John Martin assured everyone that the seagull should have been classed as an outside agent and the goal disallowed.

Kevin Winzer was concerned about the acts of violence committed by top flight footballers on the pitch during matches.  Is it enough that these players are punished by the F.A. or should they face criminal charges in a court of law?  John Brown felt that to do this would be very expensive and time consuming.  He also questioned whether it would be in the interest of the public.

Peter Fenn brought up the subject of cautioning a player, regarding the manner with which it should be dealt with. John Martin pointed out that the referee should beckon the player towards him politely and seek a neutral place on the pitch preferably away from other players.

Norman Miles.  Recently in a Surrey cup-tie I refereed, a player was signed on by one of the clubs prior to the match commencing.  The club filled in the match card with all the names but failed to send it in.  I unfortunately did not take his name, but would like to point out that it may be wise in the future to do so; even though you as a referee are not obliged to do so. 

It would be nice if all Leagues sent referees maps, so that there would be no problems with either finding the correct venue or being late.

If a team is late for kick-off, how much time should a referee allow before abandoning the match?
