Minutes of meeting which took place on the 10th of November 1999 at the Sutton Utd. F.C. ground, with 19 members in attendance.

Minutes of previous meeting.
The details of which had been published within the current issue of the Society magazine were accepted by members present, without comment and duly signed by the Vice Chairman Peter Fenn.

Hon. Secretary - Report/Correspondance.
Notes from Southern Division meeting held 9th October.
Concern over players being found guilty and being given recommended sentences as a maximum instead of consideration being given to all the facts and a more appropriate (bigger) sentence being applied.  It is essential that referees give a full account of the incident.
Mr. Jenkinson (Vice President) was on the working party for assaults on referees expressed great concern that referees are not notifying their societies when they are assaulted and a result, not reporting the results of these cases to the office.  If you are assaulted tell me.
Essex FA, have this year incorporated to County RA handbook into their FA handbook.  This is an impressive book and other county FA,s  will now be encouraged to follow suit.
Full representation at the FA is still being discussed at Southern Division - we are now asking Council to approach other national referee bodies to see how they are represented on their national football associations.

Conference:  Manchester 16th & 17th June 2000.  2001 will be in Reading.

Divisional Finals will be in Woking Leisure Centre Sunday 5th March.  Football 1200 to 1700 and Quiz 1400 to 1700 - the quiz-master has yet to be appointed.

A third of a page was used up by people moaning about the 'Referee Magazine'.  There were moans about the Cartoon, the photos, the cost of equipment advertised, the book reviews, the cover pictures and the Park Life articles.  The Vice President stated that he was astounded by the negative points raised - not a single positive one.  He considered that the magazine was a first class publication at a very reasonable price of 70p.

SCRATOC - selected items from the meeting 9th November 1999-11-14

Confirmatory documentation was required as to validity of the medical source relating to the jewellery paper.

There not having been received any feedback to the proposed format of the January 2000 IST, the draft document will be presented, with minor cosmetic alterations, at the event.  General feedback from attendees at the September IST was good.  Some of the points raised were very interesting and would be taken on board at future IST's  eg. Shortening feedback presentations; notices not to be sent out so far in advance.  Canvassing for U-18 attendees at the September 2000 IST was discussed with proposed imput from peer group.  This IST to include referees of less than 2 years' experience.  October 18th 2000 IST for promotion candidates.

SCFA website - SCRATOC were invited to contribute with details of training societies, IST's etc.
                                                                                                                                       
Examiners were still required; this is a repeat request from the previous SCRATOC meeting.  It still befell to a core of examiners who consistently do this duty for the benefit of their colleagues in other societies.  The new exam format was working well.  At the October exam, all 32 candidates passed.

The ATT course at Bramley ("mini Lincoln") for County/Registered/Licensed Instructors begun on the 7th November, with the second phase due on the 14th November.  Fuller report to follow.

The Hon Sec had received information from the FA about Mini Soccer.  It was unclear as to the reason why he should receive this, as any development within Surrey would be co-ordinated by SCFA to whom the matter was referred.
