Training Officer - Report
Recent referee's course was a success with a 100% pass-rate.
Has made a request for a new magnetic field of play for teaching purposes
As a smaller and more portable one is needed.

SCRATOC minutes 14
th November 2000.
1. The committee acknowledged the recent illness to Geoff Turner and wished him a speedy recovery.
2. More examiners were required at the referee examinations.
IST 18-10-00

Good response with feedback commenting favourably to the rotational

format of the individual sections, something we would like to use at further IST's.

Designed for promotees - in development with Ron Meadwell, Div Adv. Sec.  It was stated that the IST date in 2002 for promotion seeking referees might be moved to March in order to coincide with the various County FA committees which discuss promotion.

Topic under discussion, venue not confirmed.

Under-18 and new referees to be held at Tolworth.
3.  3T referees 131 on register, 39-104 have sent cards in; 10 have sent in all 6; 4 referees have approval for removal of T with further 3 under review.

5. Discussion on the merits of various initiatives that referee societies
Use to recruit new referees, e.g. newspapers, association with local leagues, schools, libraries, colleges, local radio and TV.  Word of mouth, football programmes, involvement of County FA, use of local sports development officers - all with varying degrees of success.  Agenda item set for the next meeting is to compare and discuss what the first night activities are in societies' training classes.

6. A lengthy any other business included:
- FA,s proposal for two-tier referee training courses
- SCRATOC to hold a stall at next year's Surrey County Show.
   
On Law 
From SCRA Delegates September 2000:
- There is no change forthcoming as yet on the 10-yard advancement.
- There is no answer to the query regarding the further reduction of players at the penalty kick shootouts.

- Should a player have eyebrow jewellery, he shall not be allowed to play in order to prevent serious injury.  Therefore covering with tape is unacceptable.

- Rolling substitutions - who's named and who isn't.  Substituted players, at the
moment, need not be named.

- An NSPCC Child Protection Questionnaire will be forthcoming which will affect not only those involved in referee training but also sports coaching.  This has far reaching implications for bona fide individuals involved in these areas.

- A register of referee assessors is in the pipeline.

      Supplies Officer
Made enquiries about the RA badge, a cost of £3 but a minimum order of 12 must be made.  Sweatshirts available at £19.  Will hopefully have a referee top, which will have the society badge to show to new recruits.

Apologized for the rather dull edition of Touchlines this month, next month will be better.  Still in need of more copy.  All copy should be in by the 2
nd of January 2001.  Lost an advertiser recently and is concerned that we could lose more.  If anyone is interested a cost of only £25 an advert.
