We point out that the RA now has the opportunity for change, but change can only happen if the members want it to happen and make it happen.  'if we are to have a more dynamic RA with a younger culture and image, the newer generations of members must take ownership and responsibility."

The report concludes with the Team's hope that our efforts will prove of real value ~ for the future of the RA, referees, refereeing and football.

List of Recommendations, The Vision, Mission and Objectives

That the following Vision Statement be adopted for The Referees' Association:
"All sanctioned football matches should be refereed by a member of The Referees' Association.  "

2 That the following Mission Statement be adopted for The Referees' Association:
"To strive to achieve the circumstances in which referees can:

* best serve the game of football
* be best served by the game of football in fulfilling their role.

3 That the following Objectives be adopted for The Referees' Association:

The Present Structure
8    That Divisional Executive Committees be discontinued
9  That The Referees' Association limit its membership to referees registered or formerly registered with member bodies of the English FA
10 That possible new relationships with The Referees' Association be explored  with Overseas, Northern Ireland and Welsh members
The Proposed New Structure
11 That members continue to be organised into local Societies as at present, but with a more comprehensive service from the national Referees' Association in terms of documentation and guidance.
12 That County RAs be reconfirmed as the co-ordinating organisations for local Societies, with specific responsibility
inter alia for: providing the two-way link between the Societies and the supreme body of The Referees' Association liaising with their County FA.
13 That the position of President be discontinued and a new post of Chief Executive
created
14 That the services of a Public Relations consultancy be retained
15 That a Board of Management of nine persons be established with appropriate
terms of reference.
16 That the members of the Board be elected for three years by national postal
ballot.
